The census covered:

1. all persons permanently resident on the territory of the Czech Republic at the moment of the census and all persons having long-term residence in the Czech Republic at the moment of the census,
2. all persons without permanent or long-term residence in the Czech Republic present on the territory of the Czech Republic at the decisive moment,
3. all houses, including unoccupied,
4. all dwellings, including unoccupied.

The dwelling refers to one or more rooms, whose building and technical setup and equipment meet the requirements for permanent living as decided by the planning authority.

The census did not cover foreign citizens enjoying diplomatic immunity and prerogatives or to houses and dwellings (owned by other states) serving diplomatic purposes.

POPULATION

Population, total includes persons permanently resident on the territory of the Czech Republic at the moment of the census and persons having long-term residence in the Czech Republic at the moment of the census, regardless of whether or not they were present at their place of residence at the decisive moment.

Persons long-term present - only foreigners staying temporarily on the territory of the Czech Republic for more than 90 days.

Persons temporarily present – persons included in the census at an address different from their permanent or long-term residence one.

Persons with short-term residence – only foreigners staying temporarily on the territory of the Czech Republic for less 90 days.

Working persons – all persons falling in the following groups: employees, employers, self-employed, economically active pensioners, working students or apprentices, and women on maternity leave of 28 or 37 weeks.

The number of persons commuting – working persons (excluding working students and apprentices), whose place of work is in another community of the CR than the place of their permanent residence is. Working students and apprentices are not included in this group because questions concerning commuting were responded to with regard to their place of school, and not of work.

Foreigners - persons having nationality other than Czech and at the same time having permanent or long-term residence in the Czech Republic.

HOUSES AND DWELLINGS

Permanently occupied house is a house where at least one person has permanent residence.

Permanently occupied dwelling is a dwelling where at least one person has permanent residence.

Unoccupied dwelling – occupied temporarily is a dwelling where no person has permanent residence, but which is used for temporal stay; usually it is a dwelling where there was (were) one (or more) person(s) present at the decisive moment of the census.

DATA COMPARABILITY

The 2001 Housing and Population Census includes (in accordance with international recommendations) foreigners with long-term residence. In previous censuses, foreigners staying on the territory of the Czech Republic and having a long-term residence permit were only included in temporarily present population.

Data on the number of working persons are not fully comparable in the time series. The years 1961, 1970 and 1980 cover economically active persons, the year 1991 covers economically active people excluding people looking for a job (i.e. excluding the unemployed). Until 1991, the number of economically active persons also included women on child-care leave (up to 3 years of the age of the child) and persons receiving parental benefits provided their employment was still effective. In the 2001 census, only women on maternity leave of 28 or 37 weeks are included in the group of working people. Others (i.e. women on child-care leave and persons receiving parental benefits) are included in the group of economically inactive persons.

In the 1991 and 2001 censuses, the Czech, Moravian and Silesian nationalities were covered separately; in 1961, 1970 and 1980 only the Czech nationality was covered. Since 1991, the Romany nationality has also been covered separately.

The 1961 and 1970 numbers of family houses include farmsteads.

The 1980 number of unoccupied dwellings includes unoccupied houses and houses occupied from time to time. The 1970 and 1980 numbers of unoccupied dwellings include unoccupied dwellings in unoccupied houses, unoccupied dwellings in permanently occupied houses and dwellings occupied from time to time.
