11. ELECTIONS

On 14 and 15 June 2002 the election for the House of Deputies of Parliament of the Czech Republic was held all over the Czech Republic. For Czech citizens staying abroad at the time of the election, special polling districts were established for this purpose at the CR’s embassies and consular offices, except the consular offices headed by honorary consuls. Where there was a time shift of at least 4 hours in comparison with the time of the election set for the Czech Republic, the election in the special polling districts concerned was held on 13 and 14 June 2001.

The way of determining the election results and the procedure of their further processing up to the stage of the distribution of seats were laid down by Act No. 247/1995 Coll., on the CR’s Parliamentary Election as amended. The figures presented here are based on the results processed for the State Election Committee.

There are 200 deputies in the House of Deputies of Parliament of the CR Parliament of the Czech Republic, who are elected in compliance with Article 16 (1) of the Constitution of the CR for a four-year term of office. Each citizen aged 21 years or more on the second day of the election with no legal impediment to exercise his/her suffrage on the grounds of legal disqualification was eligible to become a member to the House of Deputies.

Members of the Parliament of the Czech Republic are elected on the basis of universal, equal and direct suffrage by secret ballot, in compliance with the principles of proportional representation in the constituencies on the territory of the Czech Republic. The constituencies were the administrative regions (the so-called higher territorial self-governing administrative units) established by a special law (Constitutional Act No. 347/1977 Coll., on the Establishment of Higher Territorial Self-governing Units and on the Amendment to Constitutional Act No. 1/1993 Coll., on the Constitution of the Czech Republic, as amended). According to the State Election Committee’s decision (by drawing a lot), the voting results from the special polling districts abroad were added to the results for the Jihomoravský Region.

The right to vote enjoyed any Czech citizen aged 18 or more on the second day of the election who had no legal impediment to exercise his/her their suffrage (restriction of personal freedom imposed by the law, legal disqualification).
