Freezing March limited construction works

In March 2013 the construction output declined by 20.6%, year-on-year (y-o-y). The planning and building control authorities granted by 7.5% less building permits, y-o-y, and the approximate value of permitted constructions dropped by 23.9%, y-o-y. The number of started dwellings was down by 1.2%, y-o-y, and the number of completed dwellings jumped up by 31.5%, y-o-y.

In March 2013 the construction output decreased by 20.6%, y-o-y; if working days adjusted it was lower by 19.0%. March 2013 was by one working day shorter compared to the same month of the previous year. The seasonally adjusted construction output in March 2013 was by 7.7% down, month-on-month (m-o-m). The production in building construction dropped by 21.7% (contribution -15.8 percentage points (p.p.)), y-o-y, and the production of civil engineering construction decreased by 17.8% (contribution -4.8 p.p.), y-o-y. Compared to the same period of 2008, the year of boom, the construction output declined by 38.8% since the beginning of 2013 till the end of March 2013. The bad result in March 2013 was also caused by adverse weather conditions, which limited implementation of works at certain construction sites. The average temperature in March 2013 was by 6 °C lower compared to that in March 2012.

The average registered number of employees 1) in construction enterprises with 50+ employees fell by 7.4%, y-o-y, in March 2013. Their average monthly nominal wage decreased by 6.4%, y-o-y, and reached CZK 26 961.

In March 2013 the number of building permits granted decreased by 7.5%, y-o-y; the planning and building control authorities granted 7 209 building permits. The approximate value of the permitted constructions attained CZK 18.8 billion and fell by 23.9% compared to the same period of 2012.

The number of dwellings started in March 2013 declined by 1.2%, y-o-y, and attained 2 228 dwellings. The number of dwellings started in multi-dwelling buildings jumped up by 33.5% and that of dwellings started in family houses dropped by 18.5%.

The number of completed dwellings increased by 31.5%, y-o-y, in March 2013 and was 2 054 dwellings. The number of completed dwellings in multi-dwelling buildings increased more than four times. This increase was partly caused by a low comparison basis of 2012. The number of completed dwellings in family houses dropped by 3.3%.

According to Eurostat the WDA (working days adjusted) construction output in the EU27 decreased by 1.1%, y-o-y, in February 2013. Building construction dropped by 0.8% and civil engineering construction decreased by 1.4%. Eurostat shall release the data for March 2013 on 17 May 2013 (at 11:00 a.m.).


Construction in Q1 2013

In Q1 2013 the construction output decreased by 10.9%, y-o-y. If working days adjusted it was lower by 10.7%. Q1 2013 was by two working days and by one calendar day shorter compared to the same period of the previous year. The production in building construction decreased by 10.6% (contribution -8.0 percentage points (p.p.)), y-o-y, and the production of civil engineering construction dropped by 11.7% (contribution -2.9 p.p.), y-o-y.

The average registered number of employees in construction enterprises with 50+ employees decreased by 6.8%, y-o-y in Q1 2013. Their average monthly nominal wage decreased by 2.5%, y-o-y and reached CZK 26 410.

In Q1 2013 the number of building orders of construction enterprises with 50+ employees decreased by 11.3%, y-o-y; the enterprises received and concluded 7 147 orders in the Czech Republic. The total value of the orders dropped by 23.9% and was CZK 20.4 billion. The building construction orders were for CZK 8.2 billion (drop by 40.9%) and those for civil engineering constructions were for CZK 12.2 billion (decrease by 5.7%). In Q1 2013 the average value of a newly concluded building order accounted for CZK 2.9 million and was by 14.2% lower, y-o-y.
At the end of Q1 2013 construction enterprises with 50+ employees had 9.9 thousand orders contracted (drop by 24.9%) and these orders represented the inventory of still unimplemented construction works of the total value of CZK 121.9 billion (drop by 23.1%).

In Q1 2013 the number of building permits granted was down by 3.3%, y-o-y; the planning and building control authorities granted 20 633 building permits. The approximate value of constructions permitted in Q1 2013 accounted for CZK 54.1 billion and decreased by 22.4% compared to the same period of 2012.

The floor area of buildings permitted in Q1 2013 was 1 104.1 thousand m 2, which means a decrease by 16.0% compared y-o-y. The floor area of permitted residential buildings decreased by 16.3%, and that of non-residential buildings dropped by 15.8%.

The number of dwellings started in Q1 2013 dropped by 20.6%, y-o-y and accounted for 5 197 dwellings. The number of dwellings started in multi-dwelling buildings plummeted by 47.2% and that in family houses decreased by 8.9%.

The number of completed dwellings in Q1 2013 increased by 3.4%, y-o-y and attained 6 441 dwellings. The number of completed dwellings in multi-dwelling buildings jumped up by 40.5%, y-o-y, and the number of completed dwellings in family houses dropped by 4.0%.

1) The registered number of employees indicator does not include: persons working under various contracts for work, working owners of enterprises, and cooperating household members, who do not have an employment contract. Data on the registered number of employees in construction also exclude agency workers, who have an employment contract, however, in other activity than construction.
