External trade in ICT goods

According to OECD definition (2008), ICT products must primarily be intended to fulfill or enable the function of information processing and communication by electronic means, including transmission and display. ICT products also involve media used for storage and data transport.

List of ICT products id derived from an internationally standardized system of names and numbers for classifying traded products – The Harmonized Commodity Description and Coding System (HS). The system is developed and maintained by the World Customs Organization (WCO). Current HS edition came into force on January 1 st, 2007. The list of ICT products is a result of OECD’s expert group and was generally agreed in 2010. The list itself comprises several numbers of items, therefore, five aggregate groups were proposed:

  • Computers and peripheral equipment
  • Communication equipment
  • Consumer electronic equipment
  • Electronic components
  • ICT parts and components n.e.s.
