Persons working under agreements on work performed outside an employment relationship

Experimental statistics

Methodology

Data on the number of persons working under agreements (on work performed outside an employment relationship), their hours worked, and remunerations from agreements are based on the results of processing of a quarterly questionnaire Práce 2-04 (Labour 2-04), which the Czech Statistical Office (CZSO) sends to employers. Summarised numbers of agreements on work performance (in Czech abbreviated as DPP) and numbers of agreements on work activity (in Czech abbreviated as DPČ) with a given employer (pursuant to the Sections 75, 76, and 77 of the Act No 262/2006 Sb, the Labour Code, as amended) are reported.

In case that more than one agreement on work performance (DPP) or agreement on work activity (DPČ) was concluded with one person with a particular employer during the reference period, this person shall be stated only once in the respondent’s report (the CZSO’s questionnaire). However, since one person may conclude agreements of both types with several employers, these are not unique occurrences, i.e. the numbers of persons reported cannot be taken as the number of individuals working under agreements in the national economy. For such statistics, the use of an exhaustive administrative data source is foreseen in the future; however, it implies that all agreements are registered in one place.

If a person working under an agreement did not work a single hour for the employer in a given quarter, he or she is not included in the number of persons for the given period.

As regards the number of hours worked, if more than one agreement on work performance (DPP) or agreement on work activity (DPČ) was concluded with one person with an employer during the reference period, even though the person is included only once, all the hours worked by that person are included.

Remunerations from agreements include all payments that were charged to be paid to persons working under agreements on work performed outside an employment relationship (DPP and DPČ) during the given period. It does not include compensation for remunerations from agreements for the duration of temporary incapacity for work (quarantines) paid by the employer (Section 194 of the Act No 262/2006 Sb, the Labour Code, as subsequently amended). Provided that more than one agreement on work performance (DPP) or agreement on work activity (DPČ) was concluded with one person with a particular employer during the reference period, remunerations from all agreements are included.

Remunerations from agreements are given in gross amounts.
