Description of the Authorities of the State Statistical Service and ONAs

 

The Ministry of Transport is the Authority of the State Statistical Service and is also an ONA institution. It implements statistical surveys according to the Decree on the Programme of Statistical Surveys. It contacts operators of national and international freight and passenger rail transport, bus transport, road freight transport, inland waterway transport, air transport and also urban public transport. It obtains data on their activities, composition and number of employees, on the transport capacities of individual modes of transport, on the number of passengers, on the structure of individual modes of transport, on the operating and vehicle fleet and a number of other data. The Ministry carries out the surveys mainly by the census method (i.e. it generally contacts all entities that the survey aims at).

The Ministry of Finance is the Authority of the State Statistical Service. Data are obtained in accordance with departmental legal regulations. It implements the survey of macroeconomic forecasts. It also elaborates macroeconomic predictions, fiscal outlooks, government sector statistics, information and statistics related to the national debt of the Czech Republic, tax and customs statistics, other fiscal data and statistical overviews, overviews of legal gambling operators and results from their operation.

The Ministry of Culture is the Authority of the State Statistical Service. It has delegated this competence to the contributory organisation, the National Information and Consulting Centre for Culture (NIPOS). It performs the state statistical service by collecting data and publishing statistical information from the field of culture (e.g. on the attendance of theatres, galleries, museums and monuments, on publishing and exhibition activities, etc.), while following both national legal regulations, incl. Decree on the Programme of Statistical Surveys, as well as EU legislation. The Ministry carries out the surveys primarily using a census method (i.e. it generally contacts all entities that the survey aims at).

The Ministry of Regional Development is the Authority of the State Statistical Service. Data are obtained in accordance with departmental legal regulations. It publishes statistical information on tourism, and its significance for the state statistical service lies mainly in cooperation with the CZSO, to which it transmits data from this area based on written agreements. The CZSO then uses data on tourism to create its statistics.

The Ministry of Labour and Social Affairs is the Authority of the State Statistical Service and is also an ONA institution. It implements statistical surveys in the field of labour (e.g. summary data on employees and employers, amount and structure of earnings, time worked and not worked, etc.) and in the field of provision and use of various types of social services. The statistical surveys of the Ministry are part of the Decree on the Programme of Statistical Surveys, and the data from them are necessary for the production of European statistics and the fulfillment of obligations towards other international organisations.

The Ministry of Industry and Trade is the Authority of the State Statistical Service and is also an ONA institution. It implements statistical surveys according to the Decree on the Programme of Statistical Surveys. As part of this, it collects data from entities involved in the production, purchase, sale and distribution of energy, gas, heat and fuels and from manufacturers and sellers of armaments with 20 or more employees. This includes, for example, data on the operation and equipment of fuel filling stations, on the supply of solid fuels and their extraction, on the supply of electricity, heat and energy gases and fuels, on biofuels and the production of energy from renewable sources, and on armaments. The Ministry carries out some surveys both by the sample survey method (i.e. it contacts a representative sample of subjects) and also by the census method (i.e. it generally contacts all entities that the survey aims at).

The Ministry of Education, Youth and Sports is the Authority of the State Statistical Service and is also an ONA institution. It produces statistics from the field of education at all types of schools in the Czech Republic, and also collects data on wages and employees in this field. The collection of statistical data is carried out on the basis of national legal regulations, most often decrees that follow basic departmental laws. The implementation of statistical surveys is also used to comply with EU legislation and to fulfill obligations arising from membership in international organisations (UN, OECD).

The Ministry of the Interior is the Authority of the State Statistical Service and is also an ONA institution. The Ministry does not implement statistical surveys according to the Decree on the Programme of Statistical Surveys. However, it deals with the collection, processing and publication of data on foreigners with long-term and permanent residence as well as data on international protection. Other statistics, such as statistics on the prevention of illegal entry and stay, statistics on residence permits and residence of third-country nationals and statistics on returns, are collected and created in cooperation with the Police of the Czech Republic. Statistics are also published in cooperation with the Czech Statistical Office. It also publishes statistical information on asylum and migration policy, lustrations, the number of inhabitants, weapons and ammunition, crime, the state of public administration and administrative activities.

The Ministry of Health is the Authority of the State Statistical Service. It has delegated its competence to a subordinate authority, the Institute of Health Information and Statistics of the Czech Republic (ÚZIS). ÚZIS is also an ONA institution. It performs the state statistical service by collecting data and publishing statistical information from the health sector, while following both national legal regulations, incl. the Decree on the Programme of Statistical Surveys, as well as EU legislation. It is the official submitter of data to Eurostat and cooperates with other international organisations in the field of health statistics, such as WHO, OECD, UN, etc.

The Ministry of Agriculture is the Authority of the State Statistical Service and is also an ONA institution. It performs the state statistical service by collecting data and publishing statistical information from the field of agriculture and forestry. Statistical surveys are carried out within the framework of the Decree on the Programme of Statistical Surveys, but they are also governed by EU legislation. With its statistical data, the Ministry participates in the production of European agricultural statistics and in cooperation with other international organisations.

The Ministry of the Environment is the Authority of the State Statistical Service. It implements the state statistical service in the field of environmental data collection. This mainly concerns the investigation of fees for waste disposal, stocks of mineral deposits and investigation of the agricultural land fund. The obligation to collect statistical data results from departmental legislation and EU legislation. Statistical information on the environment is published on the website www.cenia.cz.

The Customs Administration of the Czech Republic is an ONA institution. Data are obtained in accordance with departmental legislation and EU regulations. Together with the CZSO, it participates in the production of foreign trade statistics (Intrastat). The Customs Administration is responsible for the collection, processing, control and transfer of the obtained data to the CZSO, on the basis of an agreement on cooperation in the field of foreign trade statistics, excise taxes, ecological taxes and education.

The Czech Telecommunication Office is the Authority of the State Statistical Service. The Office does not implement statistical surveys according to the Decree on the Programme of Statistical Surveys. Nevertheless, through its system, it annually collects data on the existence of electronic communication networks enabling the provision of internet access services in various speed categories. The collected data are then transmitted to the Ministry of Industry and Trade. Based on the contract, the Office also provides the CZSO with basic data on the infrastructure of information and communication technologies, on services and networks of electronic communications, and on postal services and networks.

The Administration of State Material Reserves is the Authority of the State Statistical Service. It provides the Czech Statistical Office with statistical data in the field of energy (e.g. on extraction, import, export, processing and sale of oil and oil products and stocks of the oil industry). It also processes data and reports required by the International Energy Agency and the European Commission. This institution itself does not publicly present its data in the form of statistics. Data collection is governed both by national legislation and also EU regulations.
