Who is affected by the Census

All citizens of the Czech Republic, who have a permanent residence here, are obliged to enumerate themselves. Citizens who do not have a permanent residence in the Czech Republic, but in fact live in the Czech Republic at the decisive moment (midnight from 26 March to 27 March 2021) must also be enumerated. For example, they have returned from abroad and have not yet registered to stay.

In other words, every citizen who has a permanent residence registered in the Czech Republic (more precisely, had it at midnight from 26 March to 27 March 2021) will enumerated. It does not matter where such person lives in the world, what his/her citizenship is or where he/she is registered to stay abroad. In majority of cases, this applies to Czech citizens living abroad, since very few people end their permanent residence when they move from the Czech Republic. Citizens living abroad who have officially ended their stay in the Czech Republic are not affected by the Census.

Therefore, if you live abroad and do not have a permanent residence in the Czech Republic, or you will not be present in our territory at the decisive moment, you do not have to fill in the Census form. If you live abroad but still have a permanent residence in the Czech Republic, you will have to fill in the Census form.

Only electronic forms will be available abroad, the distribution and collection of paper forms will not take place abroad.

All foreigners who have a permanent or temporary residence in the Czech Republic for more than 90 days (regardless of whether they are currently in the Czech Republic or not) are obliged to enumerate themselves. You must also fill in the form if you have been granted asylum or you have stayed in our territory at midnight from 26 to 27 March 2021. The Census does not apply to diplomats and foreigners who have been in the Czech Republic for less than 90 days only.

In other words:
1. Everyone who has a registered stay in the Czech Republic for more than 90 days, has been granted an asylum or lived in the Czech Republic at the decisive moment at midnight from 26 March to  27 March 2021) must be enumerated. It does not matter where such person lives in the world, what his/her citizenship is or where he/she is registered to stay abroad.
2. Everyone who is present in our territory at the decisive moment (at midnight from 26 March to 27 March 2021) is enumerated, unless the diplomat or tourist is present only for a short time (within 90 days). A registered stay in the Czech Republic does not make a difference.

You can also use translations of the paper form in these languages. You may obtain them from a Census enumerator, at Census contact points or by downloading them directly from our website.

Enumeration online is possible from anywhere. Otherwise, paper Census in collective lining quarters (hotels, boarding houses and hostels) and in other establishments, such as dormitories, children's homes, homes for the elderly will be solved individually with respect to current hygiene measures. The agreement depends on the capacity and occupancy of facilities and are always on the basis of consultations with the owners or administrators. In large facilities, the Census will be arranged by special enumerators, usually one of the staff with whom the Czech Statistical Office will be in an employment relationship with. In other cases, this will be ensured by the Czech Post's Census enumerators in cooperation with the facility administrators.

If you are temporarily in a medical facility, another household member may fill in the joint Census form for you. If you have been in a medical facility for a long time or no one can fill in the form for you at the time of the Census (if you live alone for example), you will be enumerated in that facility. If your health allows you, you may enumerate yourself online.

The paper Census in hospitals will be solved individually, depending on their capacity and occupancy, always with respect to current hygiene measures and in consultation with their administrators. The whole process will be similar to the accommodation facilities.

If you live in your own dwelling, it is your responsibility to enumerate yourself at that address. If you own a dwelling which you rent out, you do not fill in the Census form for this property. It is filled in by tenants who live there (have their usual place of residence), the owners are not responsible for filling in the Census forms of individual dwelling users. If you are an owner of an unoccupied dwelling, you do not fill out the form for this property, they are enumerated directly by the Census enumerators.

If you are the owner of a building with several dwellings, you are obliged to allow the Census enumerator to access to the individual dwellings in order to carry out the Census if necessary (for example, if the house bells do not work). You are also required to provide information on the number and location of the unoccupied dwellings. You can do this through the administrator or in cooperation with your tenants, who can give access to common areas of the building for example.

For recreational facilities (cottages and chalets) and other houses with a registration number, please fill in the Census form only if you actually live there. If you own a recreational object and it is only used for recreation, you do not fill out any form for this property. Houses with a descriptive number, which are used only for recreation, will be enumerated by the Census enumerators as unoccupied.

Enumerating yourself online is quick and easy. If you do not have access to the Internet, you must fill in a paper Census form. The paper Census in military barracks and police facilities of the Ministry of the Interior or Ministry of Defense will be centrally coordinated by the relevant ministries. Local staff provide Census information, distribute and afterwards collect paper Census forms.

Homeless people will receive information and a paper Census form via organizations affiliated with the Association of Social Service Providers, who will assist them or they can also visit any of our Census contact points. They will fill out an individual form for one person only. Unlike the standard household form, it does not include data on the dwelling and household composition.

A person serving a custodial sentence fills in a paper Census form himself. The Census in prisons will be coordinated by the Ministry of Justice. Local staff provide Census information, distribute and afterwards gather paper Census forms.

If one does not fulfill their legal obligation, they will be enumerated on the basis of data available in the state's databases. According to the law, a fine of up to CZK 10,000 may be imposed for failure to provide data (Section 24, Paragraph 8 of Act No. 332/2020 Coll., On the Census of Population, Housing and Dwellings in 2021). However, the goal is not to penalize anyone. Please enumerate yourself and help gain valuable information for the further development of our country, the results of the Census will help everyone.
