Construction output down by 8.3% in 2013

In December 2013 the construction output increased by 1.4%, year-on-year (y-o-y) in real terms. The planning and building control authorities granted by 22.7% less building permits, y-o-y, and the approximate value of permitted constructions dropped by 10.7%, y-o-y. The number of started dwellings decreased by 4.8%, y-o-y, and the number of completed dwellings plummeted by 29.5%, y-o-y.
In 2013 the construction output declined by 8.3%, y-o-y, in real terms and compared to the that of 2008, the year of boom, the construction output dropped by 25.1%.

Construction in December 2013
In December 2013 the construction output increased by 1.4%, y-o-y, in real terms. If working days adjusted the construction output rose by 0.1%. December 2013 was by one working day longer than the same month of the previous year. The seasonally adjusted construction output in December 2013 was by 6.0% higher, month-on-month (m-o-m). The production in building construction decreased by 2.5% (contribution -1.8 percentage points (p.p.)), y-o-y, and the production of civil engineering construction increased by 12.1% (contribution +3.2 p.p.), y-o-y. This positive result was partly affected by weather conditions when favourable weather in December 2013 (average daily temperature was by 2.6 °C higher compared to that in December 2012 and precipitation was by 66% lower) enabled the construction workers to carry out all types of construction works with virtually no limitation. This favourable weather conditions also reflected in a higher level of additionally invoiced works for completed orders at the end of the year 2013.

The average registered number of employees *) in construction enterprises with 50+ employees fell by 8.7%, y-o-y, in December 2013. Their average gross monthly nominal wage decreased by 10.4%, compared year-on-year, and reached CZK 32 677.

In December 2013 the number of building permits granted decreased by 22.7%, y-o-y; the planning and building control authorities granted 6 024 building permits. The approximate value of the permitted constructions attained CZK 22.1 billion and decreased by 10.7% compared to the same period of 2012.

The number of dwellings started in December 2013 decreased by 4.8%, y-o-y, and attained 1 723 dwellings. The number of dwellings started in multi-dwelling buildings soared by 144.1% and that of dwellings started in family houses dropped by 19.9%.

The number of completed dwellings plummeted by 29.5%, y-o-y, in December 2013 and was 3 221 dwellings. The number of completed dwellings in multi-dwelling buildings plummeted by 45.1%. The number of completed dwellings in family houses dropped by 24.9%.

According to Eurostat the WDA (working days adjusted) construction output in the EU28 decreased by 1.6%, y-o-y, in November 2013. Buildings decreased by 1.4% and civil engineering works fell by 3.2%. According to the preliminary schedule Eurostat shall release the data for December 2013 on 19 February 2014 (at 11:00 a.m.).

Construction in Q4 2013
In Q4 2013 the construction output decreased by 3.4%, y-o-y, in real terms. If working days adjusted it was lower by 2.9%. Q4 2013 was by one working day shorter compared to the same period of the previous year. Compared to Q3 2013 the seasonally adjusted construction output was by 1.8% higher, quarter-on-quarter. The production in building construction decreased by 4.6% (contribution -3.2 p.p.), y-o-y, and the production of civil engineering construction dropped by 0.7% (contribution -0.2 p.p.), y-o-y.

The average registered number of employees *) in construction enterprises with 50+ employees fell by 8.5%, y-o-y in Q4 2013. Their average monthly nominal wage decreased by 6.8%, y-o-y and reached CZK 31 772.

In Q4 2013 the number of building orders of construction enterprises with 50+ employees increased by 9.4%, y-o-y; the enterprises received and concluded 10 376 orders in the Czech Republic. The total value of the orders increased by 5.7% and was CZK 43.4 billion. The building construction orders were for CZK 16.2 billion (drop by 21.0%) and those for civil engineering constructions were for CZK 27.2 billion (growth by 32.4%).

In Q4 2013 the number of building permits granted dropped by 19.8%, y-o-y; the planning and building control authorities granted 19 901 building permits. The approximate value of constructions permitted in Q4 2013 accounted for CZK 66.0 billion and decreased by 9.4% compared to the same period of 2012.

The floor area of buildings permitted in Q4 2013 was 892.7 thousand m 2, which means a drop by 23.9% compared y-o-y. The floor area of permitted residential buildings decreased by 8.6%, and that of non-residential buildings plummeted by 38.5%.

The number of dwellings started in Q4 2013 dropped by 7.6%, y-o-y and accounted for 5 169 dwellings. The number of dwellings started in multi-dwelling buildings soared by 93.4%, and that in family houses declined by 22.2%.

The number of completed dwellings in Q4 2013 declined by 22.8%, y-o-y and attained 7 345 dwellings. The number of completed dwellings in multi-dwelling buildings plummeted by 33.0%, y-o-y, and the number of completed dwellings in family houses dropped by 19.1%.

Construction in 2013
In 2013 the construction output decreased by 8.3%, y-o-y, in real terms. The production in building construction decreased by 8.1% (contribution -5.6 p.p.), y-o-y, and the production of civil engineering construction dropped by 8.8% (contribution -2.7 p.p.), y-o-y. Compared to the year 2008, the year of boom, the construction output dropped by 25.1%.

The average registered number of employees *) in construction enterprises with 50+ employees fell by 8.1%, y-o-y in 2013. Their average monthly nominal wage decreased by 3.2%, y-o-y and reached CZK 29 042.

In 2013 the number of building orders of construction enterprises with 50+ employees decreased by 0.8%, y-o-y; the enterprises received and concluded 40 478 orders in the Czech Republic. The total value of the orders declined by 2.6% and was CZK 145.2 billion. The building construction orders were for CZK 63.9 billion (drop by 18.1%) and those for civil engineering constructions were for CZK 81.3 billion (growth by 14.3%). In 2013 the average value of a newly concluded building order accounted for CZK 3.6 million and was by 1.8% lower, y-o-y.
At the end of 2013 construction enterprises with 50+ employees had 9.4 thousand orders contracted (growth by 1.4%) and these orders represented the inventory of still unimplemented construction works of the total value of CZK 132.4 billion (drop by 5.7%).

In 2013 the number of building permits granted dropped by 13.2%, y-o-y; the planning and building control authorities granted 84 864 building permits. The approximate value of constructions permitted in 2013 accounted for CZK 257.7 billion and decreased by 19.1% compared to that of 2012.

The floor area of buildings permitted in 2013 was 4 636.7 thousand m 2, which means a drop by 14.5% compared y-o-y. The floor area of permitted residential buildings decreased by 6.0%, and that of non-residential buildings dropped by 21.8%.

The number of dwellings started in 2013 dropped by 7.3%, y-o-y and accounted for 22 108 dwellings. The number of dwellings started in multi-dwelling buildings increased by 20.8%, and that in family houses declined by 13.3%.

The number of completed dwellings in 2013 declined by 14.3%, y-o-y and attained 25 246 dwellings. The number of completed dwellings in multi-dwelling buildings dropped by 14.7%, y-o-y, and the number of completed dwellings in family houses fell by 11.3%.

*) The registered number of employees indicator does not include: persons working under various contracts for work, working owners of enterprises, and cooperating household members, who do not have an employment contract. Data on the registered number of employees in construction also exclude agency workers, who have contracts of employment, however, not within construction, yet within activities of services (CZ-NACE 782).
