6. ORGANIZATIONAL STRUCTURE OF THE NATIONAL ECONOMY
Data on the organizational structure of the national economy are compiled from information kept in the Business Register (BR). The Business Register is made and administered by the Czech Statistical Office. Its contents are precisely defined by Act 89/1995 Coll., on the State Statistical Service. The BR keeps records of businesses - legal persons, government departments and natural persons-that enjoy the status of entrepreneur. A business that is economically active according to statistical surveys or administrative sources is considered to be a statistical enterprise-type unit (see Council Regulations No. 696/1993 and 2 186/1993). The BR is continuously updated by data from the Company Register, trades licensing offices, administrative sources, and statistical survey sources. The BR is primarily used by the State Statistical Service to determine the range of reporting units for individual statistical surveys. The legal persons include associations of natural or legal persons, the most frequent cases being those established in compliance with the Commercial Code: limited liability companies, joint-stock companies and limited partnerships. Included further are civic associations, political parties and political movements, trade and unions interest associations, church, chambers (of notaries, architects, pharmacists, etc.). Purpose associations of property, which are various foundations (funds) established for purposes of benefit to the public, make another group. Territorial self-governing units (local governments) are units established under the law regulating the self-government of the municipality as well as other self-governing units of a higher or lower self-governing level. Apart from this the BR includes government departments, other entities defined by law and entities established directly by law. Business companies and partnerships include general commercial partnerships, limited liability companies, limited partnerships limited by share (before 1993) and joint-stock companies. Cooperatives also include cooperative enterprises. The natural persons include private entrepreneurs in business in compliance with the Act No. 445/1991 Col., on the Trades Licensing Act, self-employed farmers, agricultural entrepreneurs – natural persons since 1 May 2004 and natural persons carrying out business activities governed by regulations other than the Trades Licensing Act. Private entrepreneurs in business under the Trades Licensing Act (tradesmans) include natural persons having business permits under Act No. 105/1990 Coll., on the Private Enterprise of Citizens (before 1992) or natural persons with trade licence (from 1992). Self-employed farmers and agricultural entrepreneurs include the group of self-employed farmers in business under regulations other than the Trades Licensing Act and since 1 May 2004 also agricultural entrepreneurs carrying out business under Act No. 252/1997 Sb., on Agriculture, as amended. Private entrepreneurs in business activities other than the Trades Licensing Act (independent professions) include natural persons whose business activities are governed by separate regulations. The institutional sector is an aggregate of economic entities (institutional units) of the same economic behaviour. The economic behaviour of each entity (institutional units) is then clearly determined by a principal economic function and nature of activity.
