11. ELECTIONS

On 12 November 2000, regional council elections were held on the whole territory of the Czech Republic apart from the hl. m. Praha Region (the Region of the Capital City of Prague).

The elections were held in accordance with the constitutional Act No. 347/1997 Coll., on Establishment of Higher Territorial Self-governing Units. Under this Act, which came into force on 1 January 2000, fourteen self-governing regions were established, the capital city of Prague having the statute of both Municipality and Region. The Council of Representatives of Prague will be elected in 2002 pursuant to Act No. 152/1994 Coll., on Local Elections.

Act No. 130/2000 Coll., on Regional Council Elections and Amendments to Some Acts has been passed in accordance with the Constitution of the Czech Republic. The regional councils were elected for a four-year term of office. The elections were conducted by secret ballot according to the proportional representation principle and respected the universal, equal and direct suffrage.

The voters were CR nationals aged 18 or over on the day of elections. They could only vote at wards where they were placed on the register of electors according to their domicile provided no law-stipulated obstacle arose to inhibit them to exercise their right to vote (incapacitation, restrictions on personal liberty due to imprisonment or public health safety as provided by law; such an obstacle might also arise from the execution of temporary military service or compulsory community service if required by national security).

Any voter could become a regional council representative provided no law-stipulated obstacle arose for the person to inhibit him/her to exercise the right to vote due to incapacitation or restrictions on personal liberty due to imprisonment as provided by law.
