§  2 Definitions


§ 2

Definitions
 
For the purposes of this Act,
 
a) Individual Data are data relating to an individual legal or natural person, acquired for statistical purposes according to this Act,
 
b) Confidential Statistical Data are data which allow direct or indirect identification of an individual legal person or data which are personal data on a natural person according to a special Act2a,
 
c) Anonymous Data are individual data which do not allow, in their original form or after processing, direct or indirect identification of an individual legal or natural person,
 
d) Direct Identification is identification of an individual legal or natural person on the basis of any identifier that can be used without the necessity of spending unreasonable time and effort,
 
e) Indirect Identification is a possibility of deducing identification of an individual legal or natural person in a way other than mentioned under d),
 
f) Statistical Information is social, economic, demographic or environmental information aggregated from individual data,
 
g) A Statistical Purpose is use for numerical, verbal or graphic description of mass phenomena and processes in society, in the national economy and in the environment through statistical information,

h) A Statistical Survey is the acquisition of data from Reporting Units for statistical purposes under this Act,
 
i) A Reporting Unit is a legal person, a government department or a natural person, from which data for a Statistical Survey are required under this Act,
 
j) Reporting Duty is the duty of Reporting Units to provide required individual statistical data timely, completely, correctly and truly for the Statistical Surveys mentioned in the Programme of Statistical Surveys,
 
k) A Business is every legal person, government department that is an accounting entity2c and, further, a natural person who is an entrepreneur2 according to a special regulation,
 
l) An Identification Number of a business (hereinafter referred to as “Identification Number”) is a numerical code which identifies the business,
 
m) An Identification Code of an internal unit is a numerical code which identifies the internal unit,
 
n) An Internal Unit is a statistical unit which allows a business to be broken down by territory (a Local Unit) or by activity (a Kind-of-Activity Unit); the Local Unit and the Kind-of Activity Unit are established according to regulations of the European Communities2d concerning statistical registers,
 
o) An Agricultural Activity is agricultural production including market gardening, horticulture, apiculture, fishing, farming of fur and other animals, further hunting and trapping, related agricultural primary production, forestry and logging, as well as related service activities,
 
p) Confidential Statistical Data Protection is a system of measures and tools which ensure such a treatment of confidential data from statistical surveys taken by the State Statistical Service and data from administrative sources which prevents them from being changed, destructed, lost, transmitted or otherwise misused in an unauthorised way and allows them to be used only for statistical purposes; also compound data embracing more legal or natural persons which allow identification of the data subject without the necessity of spending unreasonable time and effort are subject to this protection,
 
q) A Place of Usual Residence of a foreigner is the address of residence stated in the residence permit if he/she is a foreigner with a residence permit or temporary residence permit or a foreigner staying in the Czech Republic on the basis of a long-term visa under a special Act2e; a place of usual residence of a foreigner who has been granted asylum under a special Act2f is the address of residence stated on the card of residence permit of the asylum seeker,
 
r) Statistical Districts are the smallest territorial units which form cadastral territories and basic settlement units whose network covers the whole territory of the Czech Republic that are used for detailed description of territories and establishment of statistical zones,
 
s) A Basic Settlement Unit is a unit representing parts of the territory of a municipality with unambiguous territorial technical and urbanistic conditions or catchment areas of grouped residential or recreational buildings,
 
t) A Territorial Technical Unit is a unit defined as cadastral territory or part of cadastral territory separated by the border of a basic settlement unit, i.e. by the border of a municipality, city district or city part,
 
u) A Basic Territorial Unit is the territory of a municipality or the territory of a military district and, in case the municipality is sectioned2g, the territory of a city district or the territory of a city part,
 
v) The Public Institutions Sector is government departments, territorial governments, state and other extra-budgetary funds, public universities, health insurance companies and other organisations classified to this sector by the Czech Statistical Office.
